I've had this stamp in my collection for years. I'd love to know what it is and the history behind it. You can see by the scan that it has the word "Safety" in the green background behind the coat of arms, which is really neat. It is perforated on 3 sides - about 19 on the top and bottom and 26 on the right side. Some of the ink is fading. It's definitely a mystery to me. What is it?

This is known as a Bedding Stamp or Bedding Inspection Stamp. This was put on mattresses and bedsprings, pillows, etceteras, to verify inspection. Today this is usually done with a rubber stamp cancel in most states, but some still use stamps I believe. The tags that these were placed on say "Do not remove under penalty of law" and as kids this really intrigued us (I have a New York State one on the tag I once took off my mattress). Of course this law only applies to the manufacturer and retailer before sale. I have four of these. This design in this color blue and one in buff, one I think is older (I have no dates for these) and a smaller design which is newer. Except for the latter design, all of mine have a number printed below "Registry No.", so yours seems unused... unless the number is that that can be seen at very bottom of the stamp.
I am not sure this is exactly a revenue stamp. I am not sure payment was/is involved.

R11 is defiantly a Bedding (inspection) stamp. It was issued between 1930 -1935 on blue hammermill safety paper and perf 12. There are 4 other varieties of this stamp: a) on green fork and arrow lined paper; b) same on orange; c) same on blue; d) on blue, elongated diamond lined paper perf 12 1/2 x 12.

This stamp seems to be Bulgarian - the value is in Bulgarian Lew and the text is Cyrillic. But I don't find it in any catalogs, and I would like to know what its purpose was.
